Recommend changing the number of forward gears

In GCR section 9.1.4.1.C.2, add as follows:
“Transmission and ratios are free. Forward gears are limited to 6 speeds. Cars equipped with
automatic transmissions using a torque converter are limited to 8 forward speeds. Cars with
sequential shift transmissions including factory DCT-type systems shall increase the required
minimum weight by 3.5%.”
