Move Flared Fenders to STU Advanced Aero

In GCR section 9.1.4.C.10, remove as follows:
“OEM base model body fenders may be flared to allow for tire clearance up to 2” with a weight
penalty of 1%. They must maintain the OEM profile and appearance, seamlessly around the
wheel arch.”
In GCR section 9.1.4.1.A.3, add as follows:
“d. OEM base model body fenders may be flared to allow for tire clearance up to 2” with a
weight penalty of 1%. They must maintain the OEM profile and appearance, seamlessly
around the wheel arch.”
