Request spec tires for the class

Thank you for your letter. The Club Racing Board does not recommend this change because the FC class
includes competitors who also race in various pro and regional series with individual spec tire
requirements, and the adoption of a single tire for U.S. Majors and Divisional events would likely lead to
fewer class entries overall.
