Thank you for your letter. The Club Racing Board recommended this rule change in March 2018. Please
see the response to letter #23870, April 2018 Fastrack Minutes. After the proper comment period, the
Board of Directors approved the proposed change as recommended in its August 2018 meeting. Please
see the response to letter #23870, October 2018 Fastrack Board of Directors Minutes. The rule change
went into effect January 1, 2019.
