Remove redundant wheel dimension provisions

In FA, GCR section 9.1.1.A.1.h, make changes as follows:
"The minimum wheel diameter is thirteen (13) inches. Ex-FSV cars are permitted front wheel width:minimum six (6) inches, maximum eight (8) inches; rear wheel width: minimum eight (8) inches,maximum ten (10) inches. All other cars f Front wheel width: ten (10) inches; rear wheel width: minimum
fourteen (14) inches, maximum fifteen (15) inches."
