E&O minimum weights and intake manifolds

In P1, delete GCR section 9.1.8.C.J.1 as follows:
"Applicable minmum weights are specified in the P1 Engine Table."
In P1, GCR section 9.1.8.C.J.3, make changes as follows:
"Intake manifolds: individual runner, no plenum or balance pipes permitted are unrestricted on engines
that do not require a flat plate intake restrictor unless using an SIR or otherwise noted on the in an
engine spec line. Cars using an SIR may use any manifold type. Plenums and/or balance pipes are not
permitted on engines that use an individual runner-type manifold and require a flat plate intake
restrictor."
