Request for FWD and RWD Parity

In STL, GCR Section 9.1.4.2.H.2, change as follows:
"Rear wheel drive cars with strut front suspension must add 3 0.5 percent to their baseline STL weight. All other rear wheel drive
cars must add 5.5 2.5 percent to their standard baseline STL weight."
