ST Oil Coolers E&O Correction to 9.1.4.2.H

In ST, section 9.1.4.G.14, change as follows:
"Vents, breathers, and oil filters and oil coolers may be added, or substituted. All emission control devices may be removed and
the resulting holes plugged."
