Request Allowance for Balance Shaft Delete in STU

In GCR, Section 9.1.4.G., add as follows"
"29. Any engine balance shafts and associated gears or pulleys may be removed and the resulting openings plugged (including
those in oil passages). Alternate pulleys or gears, of the same number as stock, may be installed in the location of the balance
shaft pulleys or gears if required for timing belt or chain operation; they must serve no other purpose. Any engine balance shafts
