Update GCR Section 9.1.7.3.A.1.

In SM, GCR Section 9.1.7.3.a.1., change as follows:
"b. All 2020 Majors competitors must run the new authorized Penske shock and mount.
c. Regional competitors are not required to run the new Penske shock and mount until AT. LEAST 2021, and may not be required
to switch. This will be evaluated each year."
