STU wheel width rule

In STU, GCR Section 9.1.4.1.F., change as follows:
"Wheels may not exceed 18 inches in diameter and or 8.0 inches in width for vehicles under 2950 lbs. and under base minimum
allowed race weight. Vehicles over 2951 0 base minimum allowed race weight may use a 9 inch wide wheel."
