Update FR Americas rulebook requirement

In FA Table 2, FR Americas Ligier JS F3 spec line, change as follows:
"Car must comply with FR Americas rules. Competitors must have current copies of FIA Formula 3 Regional TechnicalRegulations Formula Regional Americas Championship Sporting Regulations, Onroak Automotive Ligier JS F3 Information Manual,
and HPD engine-related specifications and instructions in their possession and present them upon request."
