Remove reference to SCCA medical requirements

In GCR Appendix C. Licensing and Types, Section 2.8.B. Full Competition License, change as follows:
"Licenses listed below will be accepted as equivalent to a SCCA Full Competition License at SCCA Regional events if therequirements of AppC.2.1 are met and the license holder is an SCCA member in good standing."
