3.1.1.E. Clarify regional classes at Conf Majors

In GCR 3.EVENTS, Section 3.1.1.E., change as follows:
"1. All Majors Runoffs-eligible classes will be included in Conference and Super Tour events.
2. Regional classes may be included in Majors run groups at Conference Majors events only. See also 3.1.1.F.2.b. Run groups
comprised of non-Runoffs eligible classes may be included in U.S. Majors Tour Conference events to encourage participation."
