Thank you for your letter. GCR section 5.9.3.A.2 states: "During impound activities, cars are not allowed to be worked on or
touched by anyone unless directed by a tech official." If a violation of this rule is witnessed by a participant but not directly
observed by a tech official, the participant has the ability to file a protest to bring the violation to the attention of the Stewards
of the Meeting. In this case, one of the cars referenced was moved to last place in class after failing the stall test. The Club
Racing Board has no information about whether a tech official observed the other violation referenced, but the record indicates
that no participant filed a protest in connection with the violation.
