Add Silent to Technical Glossary

In GCR, APPENDIX F.TECHNICAL GLOSSARY, add as follows:
"Silent – Electronics term used exclusively in reference to the prohibition of data transfer between a car's OEM or aftermarket
electronic components. Devices connected to any OEM CAN bus are permitted to only accept data output and are prohibited
from sending any signal, protocol, activation command, or information in any configuration to the ECU or any other OEM and/or
aftermarket electronic component. Such devices are not permitted to use the car's CAN bus for any purpose other than data
gathering."
