In P1, GCR section 9.1.8.B.J, add a new section and re-letter the following sections accordingly:
"3. The SIR testing procedure in Appendix F. Technical Glossary (Restrictor, Intake) is modified as follows: If the vehicle stalls
within 3 seconds, the vehicle is deemed compliant with the stall test."
