Update to Letter 36619 with new Hoosier Contingency Decal Info

In SRF, GCR section 9.1.8.D.1.X.f.3, change as follows:
"Four (4) "Hoosier" decals are required in the following locations: Two (2) 11" X 3" decals on the vertical plane of the front nose
to the outside of the cooling opening on each side and two (2) 18" X 5" decals, one on each side of the engine cover or above the
rear wheel openings on the vertical plane. Hoosier decals are available, free of charge, from all Hoosier tire distributors including
SCCA Enterprises Per Hoosier's contingency program, three (3) decals are required to qualify for contingency awards. One (1)
decal must be located on each side of the car and one (1) decal must be visible on the front."
