In GCR, Section 2.7., add new Section 3 to APPENDIX C. LICENSING AND TYPES 2.7.E as below and renumber:
“(Effective 10/1/2024) 2.7. Novice Permit
A Novice Permit is a training license for student drivers as they develop the experience necessary to safely race with the SCCA.
E. Novice Permit holders may offer equivalencies to replace the SCCA Drivers Schools’ requirements.
1. The Race Director or Chief Steward of an SCCA Drivers School or the Novice Permit holder’s Divisional Licensing
Chairman may waive all or part of the Drivers School requirements for drivers with prior racing experience.
2. Road Racing will publish the list of accredited private schools whose curricula and methods have been approved and
who have submitted a service fee to the SCCA.

3. SCCA Race Experience Events
If a driver has demonstrated proper knowledge of and reaction to flags, awareness in wheel-to-wheel racing situations
including race starts during an SCCA Race Experience event; the “drivers school approval” page may be signed off and
that completed SCCA Driver Participation Log may be used as Driver’s School Credit in the Novice Permit.
a. The Driver Participation Log may be used to track experience at SCCA and non-SCCA Track Events, Time Trials,
HillClimbs or non-SCCA wheel-to-wheel events; however, the Drivers School Page may only be completed after
observation at an SCCA Race Experience Event.
b. The Drivers School page in the participation log must be signed by the Chief Driver Coach and the Race
Director of the Race Experience Event.
4. Alternative Drivers’ Schools- Chief Driving Instructors or Divisional Licensing Chairmen should coordinate with the
Divisional Executive Steward and the Chief Steward of the event to ensure that the prospective student has had the
proper ground school before the event and the right attitude and capabilities to complete the program. This is especially
important for novice drivers with little or no prior experience.
At the request of the Divisional Chief Driving Instructor or Divisional Driver Licensing Administrator and approval by the
Divisional Executive Steward, a Novice Permit holder may be offered an alternative path to an SCCA Full Competition or
Vintage license under the following conditions:”

“(Effective 10/1/2024) 2.12. Road Racing Online Drivers’ School Training TutorialSCCA Drivers’ Schools, Divisional Licensing Chairmen, and/or Divisional Chief Driving Instructors may require the completion ofthe SCCA Online Drivers School tutorial before issuance of a Novice Permit or Full Competition License.
A. All SCCA Novice Permit and Full Competition applicants are required to complete the SCCA Academy Road Racing
Online Driver School Training Modules 1 and 2. This includes the following:
1. Drivers applying directly to SCCA Member Services or SCCA Region for a new Novice Permit or new SCCA Full
Competition License
2. Drivers requesting a waiver for a Novice Permit or Full Competition License through a SCCA Divisional
Licensing. SCCA Divisional Licensing Administrators may, at their discretion, waive completion of all or part of the
SCCA Academy Road Racing Online Driver School Training program by an experienced driver."
