GCR Section 9.4.5.H Cockpit Safety Barrier Approval for Radical

In GCR section 9.4.5.H, add as follows:
"CSBs that are not FIA approved may be considered by SCCA's Technical Department on a case-by case basis following
development and adoption of crashworthiness standards. Radical Motorsport Cockpit Safety Structure is allowed for use on
those cars that Radical Motorsport has approved it for."
