Update Formula Renault 2.0 spec line notes

In FA Table 2, Formula Renault 2.0 (10-17) spec line, change the notes as follows:
"Engine must remain sealed. Car must comply with year-specific Formula Renault 2.0 manual, technical regulations, and all
applicable bulletins found here:. Competitors must have copies of these materials in their possession and present them upon
