SMX Data Submission - Penalties

In GCR, Section 9.1.7.1.23 add new level 5 infraction as follows:
Level: "5"
Infraction: "Failure to successfully submit (received by data@specmx-5.com) data acquisition file to data@specmx-5 per the
timeframes outlined in GCR section 9.1.7.1.20."
Penalty: "May suspend the driver (i.e. suspend) of the Spec MX-5 that failed to submit data on time or at all from competing in
SCCA events for the 3 months following the suspension.
A level 5 infraction may carry a $250.00 fine."
