Thank you for your letter. The Club Racing Board does not recommend this change. The rule on passing is adequate as defined.
From a corner worker perspective, a car arriving and then being alongside a slower car in a no passing yellow zone is likely
indistinguishable from a car that is passing another car. Asking a busy corner worker who is responsible for waving a yellow flag
to distinguish which car is ahead by a nose or a wheel when cars are side-by-side in a no passing zone is not practical.
