Update Appendix C for name change from Track Event to Track Day

In Appendix C. Licensing and Types, GCR section 2.7.E.3.a, change as follows:
"The Driver Participation Log may be used to track experience at SCCA and non-SCCA Track Events Days, Time Trials,
HillClimbs, or non-SCCA wheel-to-wheel events; however, the Drivers School Page may only be completed after observation at
an SCCA Race Experience Event."
In Appendix C. Licensing and Types, GCR section 2.7.F, change as follows:
"Drivers who have fulfilled the Drivers' School requirements complete the Novice Permit by successfully competing in 3 Regional
event weekends within the 2-year term of the Permit. The Chief Steward for each race must sign the Permit to indicate
participation.

When the third Regional event weekend is credited, the Chief Steward or Chair of the SOM for that event must also sign the
Permit acknowledging completion of the Novice Permit requirements. If the Chief or Chair will not sign the Permit, a Novice
Permit holder may appeal that decision to their Divisional Licensing Administrator for a final decision. Note: 1 SCCA
Track Event Day or Time Trial event may be substituted for 1 of the Regional Race events. Appropriate Official's Signature on
Permit."
In Appendix C. Licensing and Types Table, NOVICE TO FULL COMPETITION line, change the Other column as follows:
"Complete School Requirements + 3 Regional Race weekends. All in prior 24 months. Note: 1 SCCA Track Event Day or Time Trial
event may be substituted for 1 of the Regional Race events. Appropriate Official's Signature on Permit."
