Lane Choice for Each Segment in a Split Start

In Split Starts, GCR section 6.5.5.B, add the following:
"(Effective 1/1/26)
The Race Director or Chief Steward will determine the class(es) in each segment. Segments will contain entire classes of cars,
including those cars with no qualifying time. The Race Director or Chief Steward will determine which segment will start first.
The cars assigned to each segment will be gridded by qualifying time, regardless of class. The fastest qualifier in each segment
may choose the inside or outside position per GCR 6.4.2.D."
