Clarification of Regional Event Awards

In Awards, GCR section 3.6, add the following:
"Drivers compete primarily for points and trophies in SCCA events, although financial awards may also be offered. The awarding of
trophies and/or awards at Regional events is at the discretion of the organizing Region."
In Distributing Awards, GCR section 3.6.1, change as follows:
"Organizers must may have event awards, if any are to be awarded, for each race available to distribute as soon as Official Results
are determined, or after the period for receiving protests has elapsed so that placing drivers can take their trophies with them.
Awards will not be distributed until after any protest affecting their distribution has been settled. If notified of an intent to appeal
any decision which would affect awards, the SOM will direct that the distribution be held pending the Court of Appeals' decision."
