T1 GT4 new rule- labeling

In GCR, Section 9.1.9.1.A.V.1, add the following:
"c. All T1-GT4 cars are permitted to choose a homologation from either IMSA or SRO dated 2022 or after, as shown on the spec
line. The chosen homologation must be declared on the car near the spec line number."
