Update sealed engine teardown section

In FA, GCR section 9.1.1.A.2.e, change as follows:
"Engines that are required to be sealed are subject to full inspection by SCCA stewards and/or technical staff. The competitor
will be responsible for all costs associated with reassembly and resealing of the engine the requirements of section 9.3.42."
