Allow Removal of Sound Tubes

In GCR Section 9.1.9.2.D.1.b., add the following:
"2. OEM intake- Chambers, resonators and acoustic devices may be removed, provided; that their ports are located
prior to any required restrictor, their ports are completely sealed, and that the part serves no other purpose."
