Require hood pins

In GCR, Section 9.1.10.E.41., change as follows:
"Optional Hood Pins may be added to supplement the original hood latch system. All parts of the original hood latch system
must remain in the car. Installation of hood pins is recommended but not required. If hood pins are used, the factory release and
cable must be removed, but the secondary latch may be retained. Vehicles equipped with plastic release cables may replace them
with steel units. The OEM hood release latch may be relocated."
