Update Rule 46

In GCR, Section 9.1.10.E.46. change as follows:
"Aftermarket shift knobs are allowed and shift levers mat y be bent or extended, however the shift linkage/cables must remain
stock and may not be modified in any way. Approved aftermarket shift linkage bushings are permitted."
