Allow Penske T4 shock in SMX

SMAC does not recommend this change at this time. SMAC believes that keeping all competitors on the same (not similar)
equipment is the best path moving forward for overall success and growth of the class. Penske does offer a path to take the T4
non-adjustable shock and convert it to a sealed SMX adjustable shock for those wishing to convert.
