Update sealed engine teardown section

In FX, GCR section 9.1.1.H.C, change as follows:
"Engines – Engines which that have been sealed from by the manufacturer or builder are subject to full inspection by SCCA
stewards and/or technical staff. The competitor shall be responsible for all costs associated with reassembly and re-sealing of
the engine the requirements of section 9.3.42."
